Informing Citizens for Better Protection of  Rights of  PatientsGeorgia has been challenged by heavy burdens. Instability and unresolved tensions have kept the country from fully partaking in civic development processes. The consolidation has not been finished yet; civic society is not fully established and cannot be considered as a reliable source of democratic aspirations – citizens do not yet play an active role in their society. For this reason all activities focused on civic development are extremely important and necessary. Most of the population lives below poverty level, as a result of instability and difficult social-economic conditions.

It must be acknowledged that in the past few years Government of Georgia has been making some progress on improving the health and social maintenance of its citizens. Longing for transparency, market competition and protection of human rights of citizens logically brought to realization of significant reforms in the health and social fields in Georgia. At this time, 15 laws have been passed regulating the functions of public health in terms of market economy, interaction between patients, and doctors etc. Budgetary financing of the old order was changed in favour of program funding. Federal and municipal programs will be able to provide guaranteed medical assistance to the population.

Roughly 25% percent of the state budget goes to the process. Government entities carry out various health projects, including health insurance programs. Social and Health Care in Georgia have experienced lots of changes, nevertheless citizens are not fully aware of medical programmes, is not well educated about the insurance system, etc. The major problem is that people do not know how to reach free government programs because they do not know their civil right as citizens, much less as medical patients. At least 70% of the Georgian population is socially unprotected because of the government’s poorly regulated and poorly planned system of social programs and health care programs. The people that can actually qualify for these programs are woefully unaware of how to access or that they even exist. Medical programmes seem to be locked and inaccessible.

Most people do not know the principles of State program, which provides the citizens below the poverty level with free medical assistance.( for this reason, they distributed medical insurance policies)

Beneficiaries do not completely understand which disease treatments include the insurance policy.

Most of the doctors are not fully aware of insurance principles and often give the wrong direction to the beneficiaries.

Medical institutions often fill up the documentations incompletely which cause the problems for new beneficiaries.

Most of beneficiaries could not utilize lawyers service because of the material condition .

In the framework of the project, the organization is planning to create an information and advisory centre in the health and social field, focused on human rights related to the improvement of conditions of medical and social services. Expert in health care and professional lawyer will provide the population of Tbilisi, below poverty level, with Consultancy services concerning different components of the program and Legal advise/assistance during disputes with insurance companies and medical service providers, including accompanying program beneficiaries at courts;

In the office, will be arranged hot-line service, with operator; Hot-line operator will provide the population of Tbilisi below poverty level, and medical personal with qualified information about the use of the governmental program in health care, established by the resolution # 218 by the government of Georgia on "Health care insurance of the population of Georgia below poverty level", issued in 2009.

During the implementation of the project, there will be held 2 round tables, involving: medical service providers of Tbilisi, local administration, mass media representatives and other interested individuals. We will bring into public discussion topics dealing with developing remedies and mechanisms and how to use medical programs here with based on legislation in health care. Some recommendations will be given to the sense of governmental structures. The overall discussion will include 40 people.

Publications will contain articles about project implementation and assess progress at regular intervals; training and round table results; attitude of target group; ultimate results. The illustrated magazine will be published in both Georgian and English versions. Overall 300 copies.
